Hunger as a Weapon

Alex de Waal found clear words on hunger as a weapon at HuCo2023. Using examples from history and supplemented by current developments in South Sudan, Ethiopia and Ukraine, as keynote speaker on the panel “Starvation as a Method of Warfare”, he demonstrated what remains true despite numerous efforts to outlaw in international law: “Starvation can work”. At some point – according to Alex de Waal – there is a point at which economic aspects no longer count. „In such a context, the conduct of politics is purely Machiavellian—it is the pursuit of power, regardless of how ordinary people fare, regardless of norms. … / … To gain, someone else must lose.“ (HuCo2023)

For the current situation in Gaza, Alex de Waal has once again drawn attention to the topic of “hunger as a weapon”. In an interview with “The New Humanitarian”, he speaks of a special situation, referring to the rapid development and the drastic extent in relation to the overall population. „We have not seen a population reduced from a situation of stress – because Gaza was never a normal food security situation – to an acute extreme emergency on this scale in a matter of months.’’

EU’s foreign affairs chief Josep Borrell already spoke of “hunger as a weapon” (https://euobserver.com/world/158215) at the UN Security Council on March 12, 2024. Volker Türk, UN High Commissioner for Human Rights, also addressed warning words to the international community: ’’The extent of Israel’s continued restrictions on entry of aid into Gaza, together with the manner in which it continues to conduct hostilities, may amount to the use of starvation as a method of war, which is a war crime.“ (Guardian, 19 March 2024)

This also makes it clear to Alex de Waal that the criteria for a judicial investigation are met. After all, people do not necessarily have to die of hunger for “hunger as a weapon” to be considered a war crime. It is sufficient if there is intent and a hunger crisis is accepted despite warnings. It is hard to imagine a more authoritative warning than the order of the International Court of Justice of 28 March to allow the unhindered provision at scale of humanitarian aid into Gaza.

Against this background we reiterate strongly the need for the conflict parties to respect the Geneva Convention and to stop the gross violations of humanitarian law. The prohibition of starvation as a method of warfare is absolute. It is known that the Prosecutor of the International Criminal Court is probing these issues as part of the general investigation of war crimes committed in Palestine.

Hunger als Waffe – die Missachtung Humanitärer Prinzipien in Gaza

Alex de Waal fand am HuCo2023 klare Worte. Dargestellt anhand von Beispielen aus der Geschichte und ergänzt mit aktuellen Entwicklungen in Südsudan, Äthiopien und Ukraine führte er als Keynote-Speaker des Panels „Starvation as a Method of Warfare“ vor Augen, was trotz zahlreicher Bemühungen im internationalen Recht nach wie vor aktuell bleibt: „Starvation can work“. Für die aktuellen Ereignisse in Gaza hat Alex de Waal einmal mehr auf das Thema „Hunger als Waffe“ aufmerksam gemacht. Der EU-Außenbeauftragte Josep Borrell sprach bereits am 12.März 2024 vor dem UN-Sicherheitsrat von „Hunger als Waffe“ (https://euobserver.com/world/158215). Volker Türk, UN-Hochkommissar für Menschenrechte, richtete ebenso warnende Worte an die Weltgemeinschaft: “Das Ausmaß, in dem Israel die Einreise von Hilfsgütern in den Gazastreifen weiterhin einschränkt, zusammen mit der Art und Weise, wie es die Feindseligkeiten fortsetzt, kann auf den Einsatz von Hunger als Kriegsmethode hinauslaufen, was ein Kriegsverbrechen ist” (Guardian, 19.März 2024).

Damit ist auch für Alex de Waal klar, dass die Kriterien für eine gerichtliche Aufarbeitung gegeben sind. Denn es müssen nicht unbedingt Menschen an Hunger sterben, um „hunger as a weapon“ als Kriegsverbrechen zu bezeichnen. Es reicht bereits, wenn der Vorsatz gegeben ist und trotz Warnungen eine Hungerkrise in Kauf genommen wird. Leider deuten jüngste Informationen aus Gaza darauf hin, dass zumindest Phase 4 der fünfteiligen IPC-Skala (Integrated Food Security Phase Classification) bereits erreicht ist.

Angesichts dieser Entwicklungen bekräftigen wir unsere Forderung vom Juni 2023 nach der Notwendigkeit, dass Konfliktparteien die Genfer Konvention unbedingt respektieren und der groben Verletzung des humanitären Prinzips der Menschlichkeit ein Ende setzen. Das Verbot von Hunger als Kriegsmethode ist absolut. Es ist wichtig, sich an die Worte von UN-Generalsekretär Antonio Guterres am 7. April 2024, sechs Monate nach dem Massaker der Hamas, zu erinnern. Es ist bekannt, dass der Ankläger des Internationalen Strafgerichtshofs diese Fragen im Rahmen der allgemeinen Untersuchung der in Palästina begangenen Kriegsverbrechen untersucht.
